How do i make my 17 mth old twins sleep?

my cousin has twins about the same age, she gives them supper, bath, bottle and bed. She uses a night lotion i think its from the Johnson range, reads them a story and they fall asleep. I wouldn't rec commend the crying technique as they are to young and it doesn't always work
