Is there an easier way to clean your pet ducks water?

please help me i need to know if there is an easier way to clean a kiddie pool for my ducks. And i was also wondering the council said for the kiddie pool for our ducks we have to put up a fence but we can't so i was wondering if there was another way to do it thnx it would be really helpful!!!
