Are airport signs in Ukraine in English in addition to Ukrainian?

Yes, they are--and the plane schedules are electronically written in both languages as well. The train station in Kyiv, while not completely bilingual, also has the train schedules electronically displayed bilingually as well. (And WC is universal.)
